Characters
Mamel Ruld, a national policeman on Hoolia who believes passionately
in UFOs and Aliens.
Nanda Liisko, His skeptical and scientific Partner.
The Leaf Chewing Man - addicted to a local commonly available plant with soothing properties (for Vulcanoids) - master of the secret project for guarding the alien artifacts, puzzling out their secrets, uncovering further evidence of alien invasion, and above all, keeping all of the above UNDER CONTROL.
Vulcanoids in Black - healthy, strong and intelligent men and women, well armed and very insistent that Aliens and UFOs do NOT exist. Agents of the Leaf Chewing Man.
Locations
Planet Hool, a Vulcanoid civilization founded by dissident proto-Romulans.
The world has a sizable population, and technology similar to 1970s Earth. (Big
clunky phones, Big, clunky cars and so on)
Debrune - Capital City of the most powerful faction on Hool. Contains their defense headquarters (The Parallelogram), National Police Head Quarters, the Palace of Rulers and Supreme Council Chambers.
As well as many hidden records of things they'd rather not let their population know.
Area 15 - in a desert in the Interior of the Debrunian nation, supposedly a classified facility for areospace research and development. Popularly regarded as the place where the Government holds UFOs and Aliens. Well Guarded by Debrunian Military forces.
MacGuffins?
A shuttlecraft from the USS Columbia NX-02 has been recovered by the
Hoolian Government and is being held and studied under high security conditions.
The bodies of two Columbia crew people are also in storage there.
Story beats
The PCs must land and integrate themselves with the Hoolians, diguised as Vulcanoids.
They discover that UFOs and aliens are semi popular in movies and TV shows.
These UFOs are dart shaped, and Aliens have rounded ears and funny colored skin. (Brown, Pink, Yellow)
They may track down UFO magazines which feature Paranoid stories of the government secret projects to disassemble UFOs or even contact with Alien powers.
This is essentially X-files/The Invaders with pointed ears and the PCs as the alien infiltrators.
The Hoolian "Area 15" secret base in which the bodies of the Columbia crew and their shuttlecraft is heavily guarded.
The Hoolian government is actually scared blue of aliens, and has an institutional fear of invasion and conquest. They guard their evidence of human invaders jealously and if they find infiltrators they will react harshly.
Timeline
500 - Hool founded by dissident Vulcanoids who suffer a civilization
collapse
2163 - Hool Investigated by USS Columbia which found Vulcanoids in an age of sail with black powder weapons. A shuttlepod crashed in the planet's arctic - and for reasons unknown - the Columbia pushed ahead
2163 - The Starship Columbia disappears, her fate remains unknown.
Present - Captain Zhra, something of a Student of history and odd occurances finds a clue which may reveal the location of the USS Columbia.
The USS Asimov travels to Hool and the PCs investigate the findings.
